Rain showers will turn into snowfall as the cold air mass hits the Capital Region and the Hudson Valley overnight Wednesday into Thursday morning. The snow should develop "around midnight" and produce anywhere from a "dusting to an inch" by the time the Thursday morning commute rolls around, Frugis said.
